Goa is the only Indian state with legal live-table casinos. Six floating ships on the Mandovi plus a few onshore at premium hotels.

Goa licenses live-table gaming on offshore vessels (the famous Mandovi-river floating casinos) and a handful of slots-only onshore properties at 5-star hotels. The big four are Deltin Royale, Deltin JAQK, Big Daddy, and Pride 2. Entry fees ₹2,500–8,000 (≈US$30–95) typically include a buffet and sometimes match-play chips. Indian rupees only. Goa is India's only state with full live-table casino gaming. The arrangement is peculiar — the state licenses gaming on vessels anchored in the Mandovi but not on land, with onshore casinos limited to slot machines at deluxe hotels.

How the floating model works

The casino ships are permanently moored offshore on the Mandovi, accessed by complimentary jetty boats from Panjim. Once on board, you have 4–6 hours to play (or stay overnight on packages). Each ship runs full live tables — blackjack, roulette, baccarat, three-card poker, Indian flush — plus slots and a buffet.

Foreigners can enter freely with passport; Indian guests need to be 21+ with photo ID.

The big four ships

Deltin Royale
The flagship. 4 decks, the most tables (~70), best buffet, biggest poker room. Entry ₹4,500 weekday / ₹6,000 weekend. The default for serious players.
Deltin JAQK
Same operator, smaller ship. Lower minimums and entry fee (₹3,000 / ₹4,000). Good for first-timers.

Big Daddy
Recently renovated, bright design. ₹3,500 / ₹4,500. The newest of the floating fleet.
Pride 2
The longest-running brand. Three decks, more low-roller tables. ₹2,500 / ₹3,500.

Onshore options

Onshore casinos in Goa can only run electronic gaming — slots, e-roulette, e-baccarat. Notable venues are inside 5-star resorts: Casino Pride Onshore, Big Daddy Onshore, and casinos at Grand Hyatt Goa, Crown Goa, and Chances Resort.

If you don't want a 4-hour ship commitment, onshore is your move.

What to actually play

Most Indian players gravitate to baccarat (easy, low house edge) and roulette. The local game worth knowing is Indian flush — three-card poker variants with simpler hand rankings. Tables run ₹500–1,000 minimums.

Avoid 6:5 blackjack here too. A 3:2 table will be marked clearly; ask the dealer if it's not visible.

Practical trip planning

Stay in Panjim, Miramar, or Dona Paula for closest jetty access. Most ships run hourly boats from 5pm to 4am. Tipping is appreciated but not expected.

Indian rupees only. There's a cash counter on every ship; ATMs may be limited late at night.

For non-casino Goa: Anjuna, Vagator, Palolem beaches, Old Goa churches, Panjim's Latin Quarter. A 4–5 day trip handles both sides nicely.
