Why PA grew so fast

Three factors:

  1. Geography. Pennsylvania sits between the NY/NJ/Delaware/Maryland markets. A Philadelphia-area casino captures players who would otherwise drive to Atlantic City. A Pittsburgh-area casino captures players who would otherwise drive to West Virginia.
  1. Tax structure. PA's 54% slot tax is the highest in the nation, but the state subsidizes economic development with the revenue. The combination produces well-funded casinos in well-supported markets.
  1. Online integration (2019). PA legalized online casino gaming in 2019. Online revenue now exceeds in-person revenue at most PA properties — but the in-person rooms continue to grow because the online business cross-promotes back to physical visits.

The flagships — Parx and Wind Creek

Parx Casino (Bensalem): Pennsylvania's #1 revenue casino. 188,000 sqft floor, 3,200 slots, 188 tables. No on-property hotel — the property serves the day-trip Philadelphia metro market. Parx is the prototype for high-revenue PA gambling: high traffic, low margin per visit, massive total volume. Wind Creek Bethlehem: Built as Sands Bethlehem in 2009 by Sheldon Adelson's group, sold to the Poarch Band of Creek Indians (Wind Creek Hospitality) in 2019 for $1.3B. The property has the most extensive dining and entertainment of any PA casino, plus 282 hotel rooms. Best PA destination property.

What this did to Atlantic City

The PA casino growth came almost entirely at AC's expense. AC peaked at $5.2B in gaming revenue in 2006 — the year before Parx Casino opened. By 2014 AC had fallen to $2.7B. Atlantic City lost half its gaming revenue in 8 years, and 5 casinos closed.

PA's gaming growth in that same period: from $0 to $3B+. The Pennsylvania casinos didn't just grow the market — they captured AC's day-trip business.

Should you actually go to a PA casino?

For PA / NJ / NY / DE residents: yes, for day trips. The PA properties have stronger comp economics for casual players than AC equivalents. Parx and Live! Casino Philadelphia in particular run aggressive free-play promotions for new and infrequent players.

For destination travelers: Wind Creek Bethlehem is the only PA property worth a destination weekend trip. The others are day-trip casinos without significant overnight infrastructure.
